
Denver has taken a bold step to address the long-neglected issue of sidewalk maintenance. The city has introduced a new public fee system to fund sidewalk repairs, making it the largest U.S. municipality to take on this responsibility.
The State of Denver’s Sidewalks
Denver’s sidewalks have long been in a state of disrepair, with many sections crumbling and others missing entirely. An analysis last year revealed that the city is missing 300 miles of pedestrian pathways, and of the 2,300 miles that do exist, around 30% are too narrow and many are in disrepair. This has made navigating the city on foot a challenging and often dangerous task, especially for residents who rely on sidewalks the most.
The New Fee System
To tackle this issue, Denver has implemented a new fee system for all property owners. Most property owners will pay an annual fee of $150 for sidewalk maintenance, while those with more than 230 linear square feet facing the street will pay $3.50 per additional square foot. This fee system is expected to generate the necessary funds to build and improve more than 1,000 miles of pavement within the next decade.

Denver’s initiative has garnered attention and praise from urban policy experts. Michael Pollack, a professor at Cardozo School of Law in New York City, described it as a “really important step” and expressed hope that more municipalities would adopt similar measures. By taking on the responsibility of sidewalk maintenance, Denver is setting a precedent for other cities to follow.
